It is also two dense tables that confuse even seasoned applicants. Two charts, not one
Every bulletin publishes two sets of cutoff dates:
- Final Action Dates (FAD): the date when a visa number can finally be issued or your I-485 approved. This is the binding chart unless USCIS says otherwise.
- Dates for Filing (DFF): the date when you may submit your application. USCIS announces monthly (at uscis.gov/visabulletininfo) which chart adjustment-of-status filers must use. If it does not specify, use Final Action Dates.
Chargeability decides your line
Your “country of chargeability” is generally your country of birth, not your citizenship. Because U.S. law caps each country at 7% of annual visas, high-demand countries — India and China for employment, Mexico and the Philippines for family — have their own, much slower columns. “All Chargeability Areas” is everyone else.

How to read your own case
Find your category and chargeability in the table. If your priority date (on your I-797) is earlier than or equal to the cutoff, you are Current and may take the final step once your petition is approved. If it is later, you wait. For example, an EB-3 India applicant with a priority date of 01JAN14 or earlier is Current; someone with 01JUN14 is not — and the gap is measured in months of cutoff movement.
